The board of directors met for a regularly scheduled meeting on April 22, 2024. These are the notes from that meeting:
Board members present: Dan Buescher, Dirk Close, Nancy Eckstein, Dave Edington, Chuck Heitbrink, Bob Lama, Bob Morris, and Manager Layne Varney
The meeting was called to order by President Nancy Eckstein at 10 a.m.
Nancy reported that the board of directors met in emergency sessions on March 27 and 28 to confer with counsel under ARS 33-1804.
The minutes of the March 25 regular business meeting, the March 25 executive session, and the March 27 and 28 emergency executive sessions were accepted.
Treasurer’s Report – Chuck Heitbrink:
The year-end audit was completed. Currently, we are $170,635 greater than our expenses and $63,056 ahead of our planned budget.

Manager’s Report was given by Layne Varney.
There were 30 home sales in the first quarter and 10 closed in April. There are six homes with outstanding balances for the first half assessment. The Horizon Room has been very busy, and the appetizer menu has been updated. They are preparing a lighter menu and reduced hours for the summer months. They passed a surprise health inspection. The swimming pool heater in the small pool was replaced. With the slower season upon us, maintenance will increase around the clubhouse. The weed growth is under control, and tree trimming is ongoing. There is a reported increase of squatters in the Chandler area. Residents should be vigilant and look out for each other. The Hunt gate antenna was replaced. Patrol is monitoring unauthorized entry into SunBird.
Committee Liaison Reports
ACC Committee: Dirk reported that there were 48 permits in March, 43 to date in April, and 188 year to date. One ACC member resigned and will not be replaced at this time.
Finance Committee: Chuck reported that the request to increase our insurance by $1 million was denied due to a past lawsuit and an ongoing lawsuit. We are now also responsible for the first $10,000 of claims. There was discussion on establishing a self-insurance retention fund.
Golf Club/HOA Committee Meeting: Nancy reported that the golf course requested that their annual overseed letter be included with the second-half HOA billing.
Rules Committee: Bob Morris reported that a sign was posted at the pool forbidding balls to be used in the pool except during authorized times. They are looking at installing and relocating a larger speed limit sign on Sunbird Boulevard as you approach the clubhouse.
Project Review Committee: Dan reported that the committee is looking into additional parking along Waterview Drive on the south side and a review of the smoking areas around the clubhouse. All projects previously approved are underway.
Welcoming and Marketing Committee: Bob Lama reported that the committee did not meet in April. The next meeting will be Oct. 17, 2024. The committee will continue meeting with new homeowners throughout the summer.
The Rules Compliance Committee proposed the appointment of Joan Bruening to the committee. Bob Morris made the motion to appoint Joan Bruening. It was seconded. Motion passed 7-0.
The golf course requested that their annual overseed letter be included in the HOA second-half billing notice. Nancy made the motion to include the letter. It was seconded. Motion passed 7-0.
The bylaws review is in progress with proposed changes identified by the members of the board. It was sent to the HOA attorney for her review. Voting on the proposed changes will take place at a later meeting.
Nancy Eckstein gave an update on the Klatt lawsuit. The motion to dismiss was denied, and we are waiting for a court date.
Layne Varney reviewed the Homeowner Comment Sheet.

Nancy reminded everyone that the May meeting is on May 20, one week earlier due to the Memorial Day holiday.
